Kasson City staff told the council they are considering revising the city’s charitable gambling ordinance to reduce administrative burdens and align with common practice in other Minnesota cities.
Under the current ordinance organizations must submit detailed financial reports and spend proceeds locally; staff said compliance has been inconsistent and the reporting requirement has proved burdensome for volunteer groups. The proposed approach would allow organizations to spend the majority of proceeds on approved charitable uses while remitting a flat percentage (staff suggested 10%) to the city.
Council members generally supported simplifying rules and recommended notifying local organizations before any change is finalized. Staff noted the change would be implemented via ordinance and could be brought for public hearing later in the year to coincide with regular permit renewals, and that revenue from any change could help offset other budget pressures such as body‑worn camera costs.
No ordinance vote was taken; staff said they would draft proposed language and return with a public hearing if council wishes to proceed.
