The Kasson City Council approved a resolution to adopt the preliminary PUD for "Cassin Crossing," a proposed expansion of Windsor Court that would add roughly 87 manufactured homes on city‑owned Lot 2 and provide a community room/storm shelter and private streets.
Planning staff presented site exhibits and infrastructure layouts and recommended approval with conditions: compliance with manufactured‑home community provisions in city code, a maintenance agreement for private streets, and that the applicant address staff and consultant comments before a final PUD submittal. Staff and the developer clarified that utility and stormwater exhibits in the preliminary application lack final detail and will be refined as part of the engineering review.
Council and staff discussed private‑street widths and parking, fire access and hydrant placement, drainage concerns raised by nearby property owners, and layout adjustments. Fire‑access requirements and hydrant locations will be resolved with the fire chief and the developer during final design, and staff said the developer is willing to work with the city to meet standards.
After discussion the council moved and approved the preliminary PUD resolution. Staff emphasized that final PUD materials, more detailed engineering plans and required agreements must be submitted and approved before construction can commence.
