Council OKs specific-use permit for Ghazi Driving School at 3516 Harwood Road

The Bedford City Council on Jan. 13 approved a specific-use permit to allow Ghazi Driving School to operate a driving school at 3516 Harwood Road, in the Rock Island Auction House shopping-center area.
Development Director Wes Morrison explained that driving schools are classified as professional schools in the city’s zoning ordinance; the applicant requested approval for a roughly 1,000-square-foot suite within an existing retail center. Planning & Zoning recommended approval by a 7–0 vote.
Applicant Abdul Lehel Ghazi told the council he lives in the area, operates another school in Irving, and provides classroom instruction, behind-the-wheel teaching and road tests for teens and adults. "I'm teaching driving long time," Ghazi said, adding he will also act as an examiner for road tests.
Council members asked operational questions about instruction methods and safety; a resident asked whether students are taught to use turn signals, and Ghazi replied yes. No members of the public spoke against the permit during the public hearing. Council member Marco seconded the motion to approve; the ordinance passed unanimously.
The permit allows the business to offer instruction and testing under the city’s professional-school rules; the applicant said he will restripe and mark a portion of the retail center parking lot for on-site parallel-parking instruction.
