Council approves Martinizing Cleaners site plan amid traffic and parking concerns

The Colony City Council voted to approve a site plan for a two-story Martinizing Cleaners at 7447 Main Street, a development presented to the council as meeting the requirements of the Gateway Overlay District and the city’s site-plan standards.

Planning staff explained the design: a wrap-around drive-through circulation with parking on the north side of the building, an upper floor intended for offices and ground-floor cleaning operations, and glazed elevations. The planning presenter noted the site previously had several proposals and that the Planning and Zoning Commission recommended approval 7–0 on March 24.

Several council members raised questions about morning traffic patterns, parking counts and ingress/egress given Main Street geometry, with one councilmember noting that the earlier 2023 proposal had different building size and parking demands. A councilmember suggested staff take a closer look at potential peak-hour congestion near the driveway and consider mitigation, but staff said that engineering and the development-review process limit driveway placement and that the site constraints leave few alternatives.

Councilmember Perry moved approval of the site plan; the motion was seconded and the council approved the item (item passes; transcript does not show individual roll-call tallies). No additional conditions were attached at the floor vote, though multiple members asked staff to examine traffic implications further as the project proceeds through permitting and construction.

Staff and the council noted that environmental and operational details (including whether dry cleaning occurs on-site) were addressed in the application. The applicant indicated the intent to operate on-site with more environmentally friendly processes, according to planning staff.
