Kasson City extends Southwest Reconstruction and water-tower deadlines, sets contractor conditions

Kasson City Council granted staff recommendations to extend contractor completion dates for two major infrastructure projects after the city engineer described weather-related delays and workforce pressures.
The engineer presented a contractor request for an extension on the Southwest Reconstruction work, showing a phased map of areas likely to be finished this season and noting extensive spring flooding in low-lying intersections. “He started on the low end of the project and everything drained there… the first intersection there flooded 12 times this spring,” the engineer said, and staff recommended approving an extension with explicit interim milestones and the condition that any trenches or areas torn up must be completed this construction season.
Council approved a change order that extends the contractor’s timeline while placing additional observation and related staffing costs on the contractor and preserving the city’s right to liquidated-damage remedies if deadlines are missed. Staff said paving final layers would be scheduled in a subsequent year to limit multi-year disruption in any one neighborhood.
The council also approved a separate extension for the South Water Tower and Booster Station project. The engineer said bidding and scheduling challenges in the specialty water-tower market made contractor availability scarce and requested a three-month revision of substantial-completion timing; the revised substantial-completion milestone moved into November. Council discussed coordination with the fire department and the possibility that the booster station could provide interim service before the tower is fully online, and then approved the extension by voice vote.
Council directed staff to inform citizens and to have the contractor communicate directly with property owners who inquire about unfinished work. Staff also said they will publicize the contractor’s status and the change-order terms in city communications.
