North Haledon council adopts consent agenda, awards sidewalk contract and authorizes tax and equipment measures

The Borough of North Haledon Council on May 15, 2024 adopted a consent agenda (CA#6-2024) that bundled 19 routine and substantive items, including contract awards, financial authorizations, personnel actions and equipment purchases.
By motion of Council Member George Pomianek, seconded by Council Member Rocco Luisi, the council read and approved the consent agenda by unanimous roll call of members present.
Notable actions included acceptance of a withdrawal of the low bid from D & L Paving Contractors, Inc. for the Linda Vista Sidewalk Improvements (the originally low bid was $335,353.05), and award of the contract to the next lowest bidder, Portofino Builders, LLC, in the amount of $469,415.00. The award was made subject to receipt of a performance bond and certification from Chief Financial Officer Christopher Battaglia that funds were available.
The council also approved payment for a buyback of Renate Elatab’s 80 hours of sick time totaling $9,746.40, authorized the auction sale of a 2014 Dodge Durango (83,767 miles, VIN 1C45SDJFT9EC437330) via GovDeals, and appointed Chase Hadley of 25 Pettee Ave as a probationary firefighter in the North Haledon Fire Department.
Financial measures on the consent calendar included authorization for the Tax Collector to issue estimated tax bills; the council set the entire 2024 estimated tax levy at $36,862,058.84 and an estimated tax rate of 3.092. Other financial items approved included lien redemption payments, tax overpayment refunds and a disabled-veteran tax-exemption refund of $3,010.98.
The council authorized contracts for vehicle purchases: two 2023 Chevrolet Tahoes from Gentilini Motors (contracts recorded at $47,194.56 and $49,194.56) and upfitting contracts with Municipal Equipment Enterprises for $24,815.78 and $13,356.34. It also approved purchase of a 2024 Cam Am 6x6 Emergency Utility Vehicle from Motorcycle Mall for $33,240.00.
On policy matters, the council adopted Resolution #117-2024 calling for modernization of the Open Public Records Act (OPRA) and urging speedy passage of state bills S-2930/A-4045; the resolution cites burdens on municipalities from commercial records requests and prevailing-attorney-fee awards and directs distribution of the resolution to state legislative leaders and the governor.
In discussion near the meeting’s close, Mayor Randy George noted that the May 15 session was Municipal Clerk Renate Elatab’s last council meeting and expressed appreciation, adding that Deputy Clerk Dena Cedar would be a competent replacement; Chief of Police Todd Darby and Fire Chief A. J. Ricciardi also thanked Elatab for her service. The council adjourned at approximately 8:11 p.m.
