Bedford presents first-quarter finances; council approves consent items including temporary animal-shelter lease

City staff presented the first-quarter (ending Dec. 2025) financial and investment report and the council approved the consent agenda unanimously.
Brady, a city staff member, summarized revenue and expenditures, saying overall the city is "outperforming our general market right now," with a portfolio yield near 4.17% and roughly $1,200,000 in interest income year to date. He noted one timing quirk in general-fund revenue tied to county tax collections and said sales tax collections have shown recent improvement.
On the consent agenda, City Manager Andrea Roy outlined items 1–5: approval of minutes, authorization to purchase mobile vehicle lifts and support equipment from O’Reilly Auto Parts through a Tarrant County agreement for an estimated $81,700 (funded with ARPA interest), and authorization to negotiate a short-term lease with the City of Euless for temporary occupancy of the Euless Bridal Shelter (201 West Euless Blvd.) while Bedford’s municipal animal shelter is renovated. The proposed lease term is March 1–March 31, 2026, with the option to extend up to June 30, 2027, if construction delays occur; funding for the lease will come from certificates of obligation for the animal-shelter project.
Councilmember Gagliardi moved approval of the consent items and Councilmember Donovan Bridal seconded. The motion passed unanimously.
Earlier in the meeting staff said construction bids for the animal-shelter renovations would open that week; when the construction contract is awarded, staff will provide a renovation overview and public notice on relocation details and contact information.
The council adjourned at 7:40 p.m.
