Council tables Buckingham twin‑home CUP after residents, staff flag sewer and drainage issues

Planning staff summarized a Planning Commission recommendation for a conditional use permit to allow division of one property at 206 3rd Ave NE into two lots for attached twin homes. Numerous residents appeared at the Planning Commission and raised concerns about the condition of 3rd Ave NE (narrow width), aging sanitary and storm sewer infrastructure, and drainage and flooding issues in the alley.
Because of those concerns, the Planning Commission recommended adding a grading and drainage plan as a condition of approval. City staff and the city engineer discussed the feasibility and cost of running separate sanitary and water services to the two new lots versus allowing a shared private service with a detailed maintenance agreement. Staff indicated separate services would be preferable but could drive project costs and potentially make the development infeasible.
Council voted to table the CUP and directed staff to work with Public Works, the city engineer and the developer to determine whether separate services are required, to assess capacity and condition of the existing mains, and to return with a maintenance agreement or engineering solution.
