Kasson City Council approves liquor license, revokes a CUP and signs off on multiple plats

Kasson City Council voted Monday to approve several licensing and land-use items and to take administrative steps related to enforcement and community services.
The council approved a relicensing application for Keyattica Brewing to operate as an off-sale brewpub and to expand on-site food service. Scott Stray, a co-owner, explained the change from a brewery model to a tier-3 restaurant/brewpub that allows on-site brewing plus guest ciders and expanded food options. Council members moved and seconded the license and voted in favor.
On land use, the council revoked the conditional use permit (CUP) for a property at 505 4th Ave NW after staff reported multiple written notices that the owner built a fence closer than the 3-foot setback required under the CUP and never obtained the required neighbor access agreements. Planning staff told the council the planning commission recommended revocation; council members moved, seconded and voted to revoke the CUP. City staff said that under an updated fence ordinance the owner would still be eligible to construct a fence provided it is set back 2 feet and access agreements are executed. The city also indicated it will return certain unspent recording fees and will send the formal revocation notice with appeal information to the property owner.
The council approved the preliminary and final plat for the Highway 57 Business Park, submitted by Ron Carlson, after staff confirmed that additional engineering submissions and city-engineer review addressed earlier stormwater concerns. Council also approved a replat and related CUP for the Buckingham subdivision project, subject to demolition of existing structures, an approved drainage/grading plan and recorded declarations or cross-use agreements for shared services and parking. Staff emphasized conditions requiring city-engineer sign-off on stormwater and drainage measures before final recording.
Council accepted two probationary firefighter resignations and approved a $3,000 city match to the fire relief association’s retirement contribution, consistent with past practice. The council also directed staff to add a secondary counting/verification procedure for funds raised at fire-relief events.
The meeting closed after routine administrative updates and the council moved to adjourn.

Next steps and appeals City staff said that written notices and appeal rights will be provided to the property owner whose CUP was revoked; the owner may appeal the revocation to district court under state law, and staff said the revocation notice will include instructions for that appeal.
