Sen. Carla Nelson briefs Kasson council on split legislature, bonding and EMS concerns

Sen. Carla Nelson, who represents the region in the Minnesota State Senate, provided a summary of the recent legislative session and its implications for Kasson.

Nelson described the legislature as narrowly divided, recounted special elections and unique procedural episodes that affected bill movement, and characterized the recent budget year as one with both large surpluses and later shortfalls. She highlighted that while some statewide one‑time EMS funding and volunteer subsidies were obtained, much work remains and that longer EMS response times can be “a life and death issue.”

Nelson also reviewed bonding outcomes and said many local priorities from Dodge and Olmsted counties were not funded in the recent bonding bill; she urged officials to prepare bonding project forms and noted the higher threshold for bonding approvals (a 60% threshold in the Senate). She discussed public‑safety and accessibility measures taken at the state level (for example, removing judges’ and some legislators’ addresses/phone numbers from public records) and said security at the capital and for public officials remains under review.

Councilmembers asked about education mandates, bonding opportunities (including a proposed sewer or water project), and next steps to position local projects for future bonding tours. Nelson encouraged Kasson staff to file project forms promptly so projects can be considered on the bonding tour.

The visit provided context for the council’s local budget and capital planning and underscored the senator’s view that emergency services and infrastructure funding remain priorities.
