Council unanimously approves consent agenda, accepts audit and OKs ARPA interest spending

The Bedford City Council took several unanimous votes on March 24, approving routine consent items and moving forward on fiscal matters.
Consent agenda: The council approved the consent agenda, which included approval of the March 10, 2026 meeting minutes; a resolution authorizing the city manager to accept a quote from USA Shade for new shade structures at Generations Park at Boyes Ranch Playground (estimated $186,175, part of a Texas Parks and Wildlife grant); and a pair of related park items: a resolution to enter an agreement with Grand Landscapes & Athletics for leveling, sod replacement and irrigation at Stormy Jones Soccer Complex (city share $140,000; total project $220,000 with Mesa contributing $80,000, funded with 2019 general obligation taxable bonds), and an amendment to the lease with the Bedford Eula Soccer Association (BASA) extending the initial term to 10 years with a possible 5-year renewal.
Audit acceptance: Jennifer Rivka, Weaver partner in charge for the public sector engagement, presented the audited annual comprehensive financial report (ACFR) and the single audit for the fiscal year ended Sept. 30, 2025. Rivka reported unmodified (clean) opinions on both engagements and noted implementation of GASB Statement 101 required a restatement of prior-year balances (a standard accounting change). Council accepted the audit report by unanimous vote.
ARPA interest spending: The council approved a resolution authorizing the city manager to use ARPA interest earnings—an estimated $218,525 total—to fund several items, including final construction for ADA parking at the City Hall Annex (about $8,500) and an early server replacement to avoid higher costs later. Assistant City Manager Erin Riggs said remaining ARPA interest as of February was approximately $458,891.02; council approved the resolution unanimously.
Votes: Each item passed on unanimous voice or roll-call votes during the meeting.
Upcoming items noted by staff included upcoming bids for an animal shelter contractor and a demolition contract, a council work session on April 7 to review the drainage master plan and stormwater fees, and that long-serving staff member Karen Riggs would depart April 10.
