Chickasaw County board authorizes submission of landfill leachate report to DNR

Summary
After reviewing monitoring data, the board authorized Chad Humble to submit a leachate study to the Iowa DNR on behalf of HLO Engineering Group, noted removing an expensive high-water alarm from the monitoring plan and confirmed the post-closure fund balance remains above $300,000.
The Chickasaw County Board on April 27 authorized staff to submit a leachate-monitoring and post-closure report for the county landfill to the Iowa Department of Natural Resources, following staff recommendations and a minor change to monitoring equipment.
Chad Humble presented the report material prepared by HLO Engineering Group and said monitoring results do not show leachate emerging from the sides of the landfill cells. "We're not seeing seats or seeing that leachate come out the side of the cells," he told the board, and recommended removing an older high-water alarm (which carried a monthly cellular fee) in favor of monthly manual monitoring of piezometers and the storage tank. The board approved a motion authorizing Chad Humble to submit the revised report to the DNR on behalf of HLO Engineering Group; the motion carried by voice vote.
The board discussed the post-closure fund, noting a restricted balance of about $333,000 and a standing resolution to keep the fund above $300,000. Board members and staff said those funds could be used, if available after closure, to help clean up the site and that the county would pursue DNR next steps to finalize post-closure status. Staff said two more years of monitoring are expected after closure as part of the long process to remove active management requirements.
Next step: staff will submit the report with the minor monitoring change and continue required monthly checks and follow the DNR review process.
