Members noted wide differences in fee levels for different types of cannabis-related businesses and questioned whether higher-fee categories reflect additional enforcement or inspection burdens. Several members asked staff to obtain written source material showing inspection processes, enforcement responsibilities, and whether the city or a state entity handles follow-up when noncompliance is found.
Staff were assigned homework to gather statutes and written guidance and return to the committee at the November meeting with specifics so council can determine fee schedules and potential ordinance changes.
