Racine council refers procurement and license items to committees and approves consent agenda

The Racine Common Council on Tuesday referred a series of items to standing committees and approved the evening’s consent agenda by voice vote.
A motion by Council President Horton sent Item 0178‑26 — a communication sponsored by Mia Mason requesting a presentation from Kaiser Golf Group and Leopold Johnson Golf Group about potential improvements and long‑term lease agreements related to a city golf property — to the Committee of the Whole for further consideration.
A council member moved that a set of items be referred to Finance and Personnel. The clerk read multiple items into the record, among them a request from Mayor Mason to execute a contract with Aetna Moving and Storage for municipal solid waste services (Item 01200‑26), a request to sole‑source the Fourth of July fireworks display to Pyrotechnical Fireworks Incorporated (Item 0156‑26), a request to sole‑source tree‑watering devices from Zenovation LLC and a purchase of 250 trees from Johnson's Nursery for the U.S. Semiquincentennial celebration, a $35,899 maximum recurring grant acceptance from the Wisconsin Department of Natural Resources for beach monitoring, and a request to use Douglas Avenue BID funds to support approximately 340 hours of police overtime for dedicated traffic and speed enforcement along Douglas Avenue.
A separate motion by Alder Mac referred numerous Public Works and Services items including installation of permanent speed humps for the Michigan Boulevard resurfacing project, change orders and final payments for street and roofing contracts, and a professional services agreement with Industrial Roofing Services (not to exceed $66,500).
Alder Kelly moved to refer multiple Public Safety and Licensing items — including change‑of‑agent and new liquor‑license applications, a towing‑license renewal for Racine Recovery LLC, and an appearance request for Parleys on Main following a formal expression of concern — to Public Safety and Licensing. Kelly also noted that the committee had unanimously approved Item 0083‑26, allowing retired officer David Arvai to take ownership of K9 Karma, and congratulated Officer Arvai and the canine.
Without objection, the council placed many referred items on the consent agenda. A motion to approve the consent agenda was made, seconded and carried after a voice vote; those present said "aye" and no opposition was recorded on the floor of the meeting.
The referrals move the listed items to committee review, where staff reports, contract terms and potential policy changes will receive additional scrutiny.
