Council defers engineering contract for McMinn parking ramp to allow more work and stakeholder input

The Racine Common Council on Jan. 20 voted to defer consideration of a professional services agreement (item 1306Dash25) for engineering services tied to the planned deconstruction of the McMinn parking ramp.

Council members and staff said unresolved questions and scheduling considerations — including a desire to clear the deconstruction site before July Fourth parade season and the need for further stakeholder outreach — supported deferral rather than denial. The city attorney explained that denying the contract could have different procedural effects than deferral and that deferral would allow for more informed action when the item returns.

An administrator or staff member (speaker 12) told the council the ramp removal had been included in the budget and that timing considerations and outstanding questions warranted additional work and stakeholder input before awarding a professional-services agreement. The assistant commissioner (speaker 14) agreed, urging deferral to allow design work and other items to be completed.

One alder asked whether deferral, rather than denial, would be appropriate; the city attorney recommended deferral if staff planned to bring a revised agreement back. A motion to defer was made and seconded and passed on a voice vote that was later recorded as 11 ayes and 1 no.

The deferral means the administration will continue work on scope and design and will return to committee or council with more-developed proposals at a later date. Council members said the additional time should allow for further stakeholder engagement and refinement of the proposed contract terms.
