The council delegated comprehensive-plan advisory work to a newly formed Comprehensive Plan Advisory Committee (CPAC) and scheduled an initial CPAC meeting in May as part of a broader multi-meeting process, council members said.
A council member told the board the update has a firm target: "We have to have the update completed by the end of the year," and staff said the state has imposed requirements to update the water portion and the strategic-growth portions of the town’s comprehensive plan, which is driving the compressed schedule. Consultants Shaney and Josh Olahaba were named as participants who will present materials to the council and planning commission as the process proceeds.
Staff described how the CPAC sessions will be scheduled on the same nights as CAB to simplify logistics, that the committee will select a chair and vice chair, and that the town plans community open houses and subsequent planning commission and council reviews. Council members and staff emphasized water- and utility-related growth constraints: the town’s utilities and service areas limit the practical population and service-area growth, and staff said current infrastructure caps growth "somewhere between 30 and 35,000" — a figure presented in discussion as an approximate constraint rather than a precise projection.
The council did not take a formal vote on the advisory structure during the CAB meeting; staff will bring detailed schedules and consultant materials to future meetings for CPAC’s first sessions.
