Severance's council voted to approve Resolution 2026-11R, a subdivision improvement agreement (SIA) for the Seventh South development, allowing the developer to submit the first phase (Windance) for formal review.
Planning staff told council the SIA resolves outstanding infrastructure items from the 2017 final plat and that both parties reached terms the town and developer can accept. The approval allows the applicant to proceed with phase filings and preliminary-plat review before the planning commission and council.
Council members asked about water service; staff said a will-serve letter has been obtained for the overall project and that water service agreements would be prepared for each phase.
The motion to approve the resolution carried on a roll call vote with council members recorded as yes (Joseph, Gallardi, Bruin, Mayor Friess, Pro Tem Vandermark, Oakes, Hessler).
