Staff presented the PD/ODP as consistent with the city’s 2020 comprehensive plan and as an opportunity for clustered, low‑maintenance homes with preserved open space and new trail connections. “This will improve neighborhood connectivity and formalize trail access,” planner Daniella Costa Stein told commissioners during the presentation.
