The presenter said crews plan to pave the first lifts of the roundabout and hope to open the intersection to the public by Halloween as long as weather cooperates, while the remaining legs and full reconstruction would move to next spring. "They're planning on paving the first couple lifts of the roundabout itself here tomorrow and the next day," the presenter said, and added that the contractor proposed pausing the heavier work now to avoid winter-related delays.
Staff said the LRIP grant associated with the project remains viable; the presenter said the grant spending window extends to 2028, which staff said makes next-year work reasonable from the funding perspective. The presenter also noted that the contractor will bear much of the winterization cost and that bid prices are being honored for the work already contracted.
Council members asked whether stopping work now would affect bids or grant timelines; staff said the LRIP deadline is not a concern and that the contractor and county engineer agreed the staged approach is safer to ensure the intersection is passable for winter.
The council requested a change order to be brought to the next council meeting to document the phased schedule and landscaping/striping modifications.
