The Committee on Governance referred a CCR on Dec. 11 to Public Safety that would create a joint city‑county ad hoc committee to study a diversion and recovery center for people with mental‑health and substance‑use disorders.
Maria Gómez presented the CCR and said it would coordinate city and county participants, involve the Center for Healthcare Services, the municipal court, police and the county, and recommend independent evaluations of needs and operational requirements. Sponsor Councilmember Terry Castillo said the committee would help build the policy and infrastructure necessary to provide residential treatment and 90‑day follow‑up intended to reduce incarceration for low‑level offenders with behavioral health needs.
Councilmembers supported referral, noting the need for wide partner engagement (county partners, UHS, Center for Healthcare Services) and possible funding tools including bond dollars; the committee passed a motion to refer the CCR to Public Safety and requested staff to present background materials and partner commitments.
