Planning commission moves drainage-easement vacation at 2651 Stacy Drive to Feb. 24 hearing

The Grand Junction Planning Commission voted on Jan. 27 to move a consent-item request concerning a partial vacation of a drainage easement at 2651 Stacy Drive to the Feb. 24, 2026 planning commission hearing for further review.

Staff member (S2) told the commission that legal counsel had advised certain conditions in the draft resolution for the so-called "Aspire vacation" need to be "fleshed out" in light of related projects. "I think it would make sense to, you know, continue it, to the February 24, planning commission meeting," the staff member said.

Commissioners approved a motion to remove the item from the consent agenda and place it on the Feb. 24 regular agenda so staff and applicants can refine the recommended conditions. Commissioner (S5) asked whether the applicant was aware of the delay; the staff member said staff had contacted the applicant's representative and that the applicant was aware of the request to continue. "The applicant is aware of this request," Commissioner (S5) said to confirm the record.

At issue is a request to partially vacate a drainage canal easement and an easement for a pipeline on a 7.1-acre parcel at 2651 Stacy Drive in an RH-24 zoning district, where the application describes construction of three three-story apartment buildings with 24 units each. Commission members did not debate the merits of the underlying vacation in detail during this session; the commission moved the item to a later hearing to allow staff time to refine conditions and coordinate reviews with related projects.

The commission approved the remaining consent item on the agenda (minutes of a previous meeting) earlier in the session. With the easement item moved to Feb. 24 for additional review, the commission adjourned the Jan. 27 meeting.
