Highway Assistant Director Robyn Hughes reported the county received four bids for Bridge 45: Kurdziel Barker ($3,127,400), United ($3,065,690), DLZ ($3,769,510), and Civilcon ($2,135,000). Hughes noted Civilcon’s bid did not include utility coordination, hydraulic work, or right-of-way costs; commissioners discussed whether the county could fund the project locally (an estimated $3 million) or seek federal aid, which would typically require about a 20% local match. Hughes recommended proceeding with design work; President Andy Beck moved to approve the $185,000 Civilcon design bid and Helmer seconded; the motion passed unanimously.
Hughes also reported that the contractor originally awarded Bridge 211 is no longer available and that bids should be brought back for review; she provided an Oakalla Bridge reopening estimate of $296,435 and said Huffman Covered Bridge estimates are pending. Commissioners asked staff to examine funding sources and federal-aid eligibility before advancing major construction contracts.
