Councilmember Tim Glover moved to approve the application and concur with the Planning and Zoning Commission’s recommended conditions; the motion was seconded and passed without dissent. No members of the public spoke for or against the CUP during the public hearing.
The council also adopted Ordinance No. 2026-871, amending Chapter 15 of the city code to establish youth standards of care within the Parks and Recreation Department. Councilmember Aden moved adoption; the motion passed unanimously after a public-hearing period with no speakers in opposition.
On financing, the council approved Resolution No. R26-786, authorizing publication of notice of intent to issue Series 2026 certificates of obligation. The item follows a briefing given to council during an earlier session; the motion to direct publication passed unanimously.
Other actions approved during the meeting included routine consent-agenda items (minutes; procurement of 13 rugged Panasonic tablets for patrol vehicles; acceptance of a racial-profiling analysis; site-plan case SP7542025; a local participation agreement with TASB Energy Cooperative; a semi-annual capital impact-fee advisory committee report; and documents related to an opioid settlement) and agreements to fund community programming and construct a dog park. Council awarded the 2026 Cedar Hill Green grant to Connecting Cedar Hill/Kingdom Community Church as recommended by the Beautification and Environmental Sustainability Board, and approved an agreement with Wurlick’s Design Inc. for construction of the Cedar Hills Legacy Dog Park at the Trinity Church campus. These motions were presented, moved and seconded on the record and carried by unanimous vote.
The meeting proceeded to a closed session under Texas Government Code sections 551.072 and 551.087 to discuss real property and economic development negotiations; council reported no action taken on return and adjourned at about 9:42 p.m.
