The Rush County Council advanced financing steps to renovate the county annex and courthouse, authorizing a lease/loan corporation and approving a reimbursement resolution that will allow the county to recover certain pre‑bond costs.
Chair explained the council adopted a reimbursement resolution to let staff lock in costs and reimburse eligible hard costs back up to 60 days prior to bond issuance; the resolution is nonbinding until a final bond is issued. Director (participating by phone) walked the council through how a building corporation and a lease structure would be used to issue debt and said the county may reestablish a building corporation for the project.
Director said the county must collect petition signatures from 50 taxpayers to satisfy statutory petition requirements for the financing and shared estimated property‑tax impacts under the discussed scenario: roughly $21.50 annually for a $100,000 assessed value, $42.43 for $150,000 and $63.22 for $200,000. Director also said taxes on the bond would begin to be paid in 2027.
Chair moved to authorize a lease/loan corporation and a borrowing structure not to exceed $12,500,000 to fund renovations; the council voted to proceed with that authorization but tabled appointing specific building‑corporation members and finalizing signature language until next month so staff can provide clean documents. Agency official described a $400,000 guaranteed price for the annex renovation and $300,000 to cover architect payments for the courthouse until the bond is in place; an interim transfer of $109,116 to pay architect bills was also approved.
Agency official and project staff said demolition of parts of the courthouse is about 95% complete, they are exploring mobile offices to house displaced functions (possibly behind the annex), and they expect bids in May with construction beginning around July and a projected 14–18 month construction period.
Why this matters: the authorization sets the financing pathway for projects that will affect county operations and property taxes. Staff recommended collecting petitions and preparing bid packages so work can begin this summer.
What’s next: staff will collect the required petition signatures, return with appointment language for the building corporation next month, and continue bid preparation for a summer start.
