City staff said a fund balance could cover the work but that applying for grants would be the optimal approach to finance construction. The city also noted the project could be timed to align with other grant and bonding opportunities.
The council adopted the resolution on a voice and roll‑call vote. Staff said further design details and potential funding sources will be presented as the project advances.
