Cass County department updates: dispatch workload, bridge reopening and road work, vaccine losses reported

Department heads summarized March operations and maintenance work during the Cass County Board of Commissioners’ April 6 meeting.
Tara, who presented the dispatch report, said the 9‑1‑1 center answered 1,244 emergency calls in March, made 3,023 outbound calls and handled 1,632 administrative calls, creating 2,707 incidents. She told commissioners the dispatch center is fully staffed, trainees and an employee on maternity leave are in transition, and the office is pursuing three furniture bids to replace failing furniture. Tara reported bids of $165,140.92 from Zybex, $168,481.75 from Winstead and $197,222.74 from Evans; the commissioners voted to take the bids under advisement and forward them to the 9‑1‑1 board for review and recommendation.
Dana of the parks department said estimated March revenue was $51,866 and staff have focused on spring cleanup, painting and repairs in preparation for a planned May 1 opening.
Jeff Smith of the Highway Department reported that recent weather produced one day of winter operations and two wind events that together required over 115 overtime hours and about 500 regular hours to clear debris at roughly 40 locations. He said Bridge No. 6 on County Road 1050 West reopened March 25; final asphalt approaches are pending the plant opening. Jeff also described an NDOT bridge project on Monticello Road that will close the eastbound lane and use detours and temporary lane restrictions on Burlington Avenue.
Serenity from the Health Department gave inspection and permitting totals for March, noted ongoing lead follow‑ups and said a power outage caused the loss of an estimated $3,000 worth of vaccines; the state recorded an exemption for one batch and the department expects a small additional loss from a second vaccine vendor.
Planning staff (Aaron) presented a two‑lot subdivision at 1100 South and 700 East and asked the board to accept a 25‑foot right‑of‑way dedication in support of future highway improvements; the board approved the dedication.
What’s next: Dispatch furniture bids will be reviewed by the 9‑1‑1 board and returned with a recommendation. Highway staff continue to coordinate with NDOT and monitor timing for asphalt approaches and detour management.
