Cass County commissioners approve $4.08 million EMS remodel, open 60-day bid for former 4 C building and pass traffic ordinances

The Cass County Board of Commissioners voted April 6 to authorize a $4,080,442 contract for remodeling the county’s EMS building and to put the former “4 C” building in Logansport up for competitive public bid, among other actions.

The board opened the meeting at 1:00 p.m. and moved through routine approvals before taking up a resolution to place the county’s former 4 C Building at 1015 Michigan Avenue ‘‘up for a bid pursuant to Indiana statute for a period of 60 days,’’ with a minimum bid of $1,500,000, the county attorney, Jimmy, said. Jimmy said the bidding period would run from April 20 through June 19 and that the county could reject bids or pursue a private listing with the Wyman Group if the statutory process produced no acceptable offers.

Why it matters: the county’s decision begins a public sales process for a long‑held county property and sets the minimum acceptable price based on a pair of appraisals. If accepted, the sale could shift maintenance costs and future land‑use decisions away from county ownership.

The board then considered the EMS remodel. According to the attorney, the county previously issued a temporary occupancy permit when EMS moved into the High Street building because the structure did not meet code. The contract recommended by staff would authorize Steinberger Construction to perform the remodel; Jimmy said Steinberger ‘‘presented the most detailed proposal’’ and proposed using local subcontractors. The presented contract amount was $4,080,442, plus $5,000 for a builder’s risk policy; the attorney noted the award is subject to subsequent allocation and approval by the Cass County Council.

The board also adopted two ordinances after brief presentations by Highway Department staff. Jeff Smith recommended converting the intersection at 800 West and 150 South to a four‑way stop to reduce driver confusion; the board approved ordinance 2026‑05 by voice vote. Smith also asked the board to post truck restrictions on County Road 375 West between 225 South and 300 South because the road is not suitable for heavy trucks related to traffic from the Heidelberg Quarry; the board approved that ordinance (2026‑06) as presented.

Prosecutor Noah Schafer requested permission to refill a level‑6 prosecutor position vacated by Jake Vence. Schafer said the departure is on good terms and the position is fully funded; the commissioners approved the request.
