Hurst City Council voted to authorize submission of a 2026 Urban Area Security Initiative (UASI) grant application to replace two bomb suits used by the regional Northeast Explosive Response Team and authorized the city manager to approve upfront funding not to exceed $78,000 pending full reimbursement through the grant.
Why it matters: The fire chief said the regional bomb suits have reached their 10-year service life and that the NERD (the regional explosive-response team) serves multiple small cities that could not independently afford such specialty equipment. The grant requires a single member city to sponsor the application; if the grant is awarded the city will be reimbursed for the purchase.
The fire chief (voice 19) explained that the grant is fully funded with no local-match requirement and that awarded cities must purchase equipment up front and submit documentation for reimbursement. "If we did not receive the grant ... NEFTA would provide the funding in order to get that replacement to happen," the chief said, describing regional cost-sharing for specialty resources.
Council Member (voice 12) moved to approve resolution 19-10 authorizing submission of the UASI grant application and initial funding for up to $78,000; the motion carried by voice vote.
Next steps: Staff will proceed with the grant application and, if awarded, follow the grant reimbursement process. If the grant is not awarded, regional partners indicated they would cover necessary replacements to maintain response capability.
