The Hurst City Council voted to authorize the city manager to enter a contract with 2R Construction LLC for the 2025 miscellaneous water-main replacement project, approving a base contract of $1,782,595 with a $37,405 contingency for a total of $1,820,000 and a 270-calendar-day construction window.
Public Works Director Robert Salceda told the council the project replaces troublesome cast-iron and concrete lines with new PVC mains. "This project is to replace old troublesome cast iron lines and a concrete line that we have, with new plastic PVC water mains," Salceda said, noting one affected line on Cumberland experienced a water break in December and that the city received 11 bids for the combined work.
Council member Brotherton moved to authorize the contract; the motion was seconded and carried unanimously. The contract covers two streets where the city will replace two existing lines with new 12-inch mains, and staff said combining the two sites helped attract competitive bids.
The contract includes a standard contingency and sets a 270-calendar-day schedule for construction. City staff said they mobilized emergency contractors in December to restore service after the Cumberland break and that the replacement work is intended to reduce repeat outages.
