Hurst City receives clean audit, council accepts FY2025 comprehensive financial report

Hurst City Council accepted the city’s FY2025 Annual Comprehensive Financial Report (ACFR) and celebrated another Government Finance Officers Association award at its Feb. 24 meeting.
Josh Finley, a director with Forvis Mazaars, told the council the audit will receive an "unmodified opinion" — a clean audit — and that auditors found no material weaknesses or significant deficiencies. "You are gonna be receiving an unmodified opinion on your financials," Finley said during his presentation. He also reviewed required disclosures and upcoming accounting standards the city will need to implement.
Finley highlighted several financial measures: the city’s unassigned general fund balance measured above the council’s 25% (90-day) target and was over 29% as of Sept. 30, 2025; the net pension liability was reported at a little over $28,000,000 and was about 87% funded as of 09/30/2025; and the net OPEB liability was approximately $17,000,000 and about 32% funded. He described those amounts as estimates disclosed in the ACFR.
City Manager (name not specified in the record) and finance staff were recognized for maintaining practices that helped earn the Government Finance Officers Association citation for excellence in financial reporting. Clayton Fulton also addressed the council and praised staff; the city noted the award marks a long-running streak of recognition.
After the presentation, the presiding officer moved to accept the ACFR for the fiscal year ending Sept. 30, 2025. The motion was seconded and carried on a voice vote.
The acceptance leaves the city with a clean audit opinion on record and staff said the ACFR will be submitted to GFOA for the next award cycle.
