The Waxahachie City Council voted to approve a plan-development zoning change for 600 Ferris Avenue, a longstanding structure the applicant said is suitable for expanded medical-office use but cannot meet current parking standards. Planning staff explained the site would need significantly more parking under current rules and that a PD allowing a reduced requirement (staff noted a requested reduction to 69 spaces) would permit fuller use of the building while including restrictive PD controls so any future changes would return to council.
Dr. Harid Rishi, who identified himself as the property owner and applicant, described efforts to re-establish cross-parking agreements and said the original cross-parking right expired in 1985; he said the building is historic and that reusing more of the interior space for medical specialists required the PD approach. Trenton noted staff mailed required notices to neighbors (200-foot radius) and that Planning & Zoning recommended approval.
Councilmember discussion was limited; one councilmember noted nearby parking has not been a problem in practice. With a motion, council authorized the interim city manager and mayor to execute necessary documents implementing the ordinance. The motion carried on the record as "Motion carries."
