The Waxahachie City Council voted to table consideration of the low bid for North Grove Park, a roughly $2.34 million package including restroom alternates, and asked staff to return with drawings and a review of the original development agreement.
Brad Barnes, assistant parks director, presented the bid tabulation and recommended award to Worlick’s Design Inc. of Plano; the base budget was $2,171,887.66 and including alternates for a prefabricated restroom and site work raised the total to $2,337,585.18. Barnes said bond interest earnings and identified park bond funds would cover the overrun.
Councilmembers objected that no renderings were before the full council and criticized consultant costs and the evolving scope; several members said they wanted to know the minimum improvements legally required by the development agreement before approving the full package. One councilmember said previous committee discussions had envisioned different fence and landscape choices.
After extended debate about value engineering, parking, ADA spaces and what the bond language permits, a motion to table the bid award to the Feb. 2 meeting carried so staff could provide drawings, consult the development agreement and determine options for scaling the project.
Staff said bidders would be contacted about revised timelines and that the city could revisit alternates or seek value-engineering to meet bond constraints. The council did not award the contract at this meeting.
