Commissioner London read the components of the change order: 1A — replace perma-column foundations with a continuous 24"x12" concrete footing and 36"x9" stem wall (+$24,560); 1B — replace R-19 fiberglass batt insulation with R-19 open-cell spray foam (+$1,800); 1C — add CondenStop moisture-management system to roof panels (+$16,206); 1D — reduce minimum panel thickness from 0.019-inch (26 gauge) to 0.014-inch (29 gauge) (–$16,586); 1E — remove four exterior man doors (–$7,400). The net adjustment is +$18,580.
Commissioner Lienhoop moved to approve the change order; Commissioner Kleinhenz seconded and the motion passed unanimously. The commission record lists the original award date (Dec. 8, 2025) and shows no prior change orders. The county will proceed under the revised contract price of $758,930.
