County awards tandem truck bid to Stoops Freightliner, approves Phase One road overlay notice

Bartholomew County Commissioners on March 2 unanimously awarded a bid for one 2026/2027 tandem truck with snow equipment to Stoops Freightliner of Indianapolis for $294,941 and approved a Notice to Bidders for Phase One of the county's 2026 Road Overlay Program.
County Engineer Danny Hollander told commissioners that three bids were received: Stoops Freightliner ($294,941.00), McMahon Truck Centers ($306,310.00), and JX Peterbilt ($309,792.89). JX Peterbilt's submission failed to meet required specifications because it did not include a bid bond. Commissioner Carl H. Lienhoop moved to award the contract to Stoops Freightliner; Commissioner Larry S. Kleinhenz seconded and the motion passed unanimously.
Hollander also presented the Notice to Bidders for Phase One of the 2026 Road Overlay Program, an estimated 19.32 miles of overlay with a total estimated cost of $1,687,000. Funding will be split: a county match of $843,500 from the Highway Department budget and $843,500 from the Community Crossings Matching Grant. The Notice will be advertised March 4 and March 11, 2026, and bids will be opened March 23, 2026.
Hollander summarized recent crew work that underscores the county's maintenance efforts, including pothole patching, tree removal under bridges, brush pickup on Ohio Ridge, driveway and intersection work, crack-sealing of 1100 E and 900 E, and spraying 28,200 gallons of brine.
The truck will be paid for from Highway Department funds; the overlay program will proceed to formal bidding with the advertised notice and March 23 opening.
