Rush County reviews emergency-notification vendors after failure of tornado alerts

Emergency management concerns dominated a lengthy discussion at the Rush County commissioners meeting after multiple residents reported not receiving tornado warnings.

An agency official (S3) said the county's alert vendor, Nixle, failed to deliver alerts consistently during a recent severe-weather event. "They said it cannot be fixed," the official reported, describing vendor responses to county troubleshooting. Commissioners said the county must ensure public-safety alerts reach as many residents as possible.

The official described outreach to peer counties and proposals from alternative vendors, including HyperReach, which offered a three-year contract option. Commissioners discussed the cost tradeoffs: the current service runs near $7,000 per year, while a lower-cost vendor quote was noted in the discussion.

Chair (S1) asked staff to obtain the sheriff's copy of the Nixle contract, to collect quotes from other vendors used by neighboring counties, and to prepare a letter to the vendor in case staff need authorization to act before the next meeting. Commissioners noted a possible contract auto-renewal date of June 1 and directed staff to ensure any cancellation or change avoids a gap in alerting.

Commissioner (S3) and others emphasized the importance of system reliability: they discussed Code Red, HyperReach and other providers and agreed to return with written quotes and a contract review at the next meeting. No formal vendor change was approved at this meeting; commissioners directed follow-up procurement steps instead.
