Wells said market and water-line constraints complicate immediate construction of a permanent connector.
Council members raised concerns that under current proffers the publicly accessible connector could be delayed until after phase 3 (lot 61), leaving phase 4 land undeveloped or difficult to market without a permanent public road. One council representative said their planning-commission vote was “no” because of emergency-access concerns; others favored tabling to gather additional information.
Before tabling, Wells asked for timely action and said he had met with staff and made the changes requested by planning staff and the commission. After debate the motion to table carried by voice vote, recorded as 3–2, and council set the item for further consideration on May 11.
