City staff explained that the parcel is currently zoned R‑3 (low‑density multiple‑family) and is adjacent to B‑1 Central Business and D‑1 Downtown Overlay Districts. The city’s Planning Commission held a public hearing Oct. 21 and recommended the council approve the amendment.
There were no substantive council objections during the meeting; the council moved and seconded the motion and approved the amendment unanimously.
