City staff asked the council to review capital improvement plan work at the community center including siding, window replacement and exterior doors after three quotes came in above the planned budget.
A contractor who provided one of the quotes told the council the facility’s aluminum windows are old and likely have little resale value and that framing behind some windows may be rotten and unknown until removed. The contractor said five large picture/slider windows and a single‑hung north window were in his quote and recommended replacing the windows now while the siding work was performed. “The windows, in my opinion, are definitely due to be replaced,” the contractor said.
Staff noted the quotes are slightly above budget—by several thousand dollars to as much as roughly $4,000 over in one estimate—and asked whether council wanted them prepared and brought forward for a formal council vote. Councilors discussed options to reduce cost (for example, replacing fewer windows or mixing picture windows and sliders), and asked staff to present all quotes with consistent line items so council can compare bids evenly.
The contractor also flagged that roof soffit intake venting is currently missing and would need to be added when the soffit is replaced to preserve shingle warranties and long‑term roof performance; he said that soffit intake work would be included in his bid but that some attic exhaust venting might require further inspection. For siding, the contractor recommended a slightly heavier vinyl profile (0.044 thickness) to resist damage in a public building and suggested keeping spare siding stock in case manufacturers discontinue a color.
Council asked staff to prepare and present the three quotes with clearly aligned scope items, including the add‑alternates such as converting two windows to doors and adding trim/board‑and‑batten treatments, and to bring them to the next council meeting for decision.
