Council President Cody Kennedy opened the meeting and confirmed the presence of a seven-member quorum. Councilmember Robert Ballard moved — and Councilmember Laurel Lutz seconded — to go into "an executive session to discuss personnel matters under and pursuant to Section 24-6-402(4)(f)(I) C.R.S. of the Open Meetings Law pertaining to council performance review of the city manager," noting that the city manager had not requested discussion in open session. Interim City Attorney Jeremiah Boies and consultant Dan Petersen (attending virtually) were listed as present for the session.
