Janesville council awards $4.37M street-rehab contract and $1.91M Dawson Field upgrade

The Janesville Common Council on Monday voted unanimously to award two construction contracts recommended by city staff, approving a $4,368,528 low bid from Payne & Dolan for street rehabilitation and a $1,911,700 low bid from Parisi Construction to upgrade Dawson Field.
City Engineer Brad Rentz told the council the street contract (Bid Schedule B, C2026-6) covers work that contributes to the city’s planned 10.3 miles of street projects for 2026. Rentz said 48% of the streets in this contract will receive full reconstruction — removing and replacing pavement and base aggregate — and 52% will be resurfaced, typically by milling the top layer and placing new asphalt. “We received three bidders on this contract, and this year the low bidder was Payne & Dolan for a total amount of $4,368,528,” Rentz said.
Rentz described the Dawson Field Complex Improvements (C2026-9) as a multi-element project that will replace aging field lighting with LED fixtures, update irrigation and drainage, renew infield curbing, replace some fencing and dugouts, and refresh the hard surface between diamonds and the concession area. He said bidding allows time to procure long-lead lighting components; construction is planned to begin after Labor Day with an intended 2027 completion. “This project … will improve the drainage and give it a refreshed look,” Rentz said.
During discussion, a council member questioned why adult recreation projects have recently received larger investments than youth facilities. City Manager Kevin Lanner replied that awarding bids implements projects already approved in the capital improvement program and that broader policy decisions about prioritization should be debated during the CIP and budget process.
Council Member Williams moved to award both contracts and to express the administration’s intent to fund them as outlined in the staff memo; the motion was seconded and passed unanimously. The council did not record roll-call dissent.
The contracts are recorded as C2026-6 (street rehabilitation) and C2026-9 (Dawson Field Improvements). The council’s action authorizes the administration to finalize contracts with the low bidders and proceed with procurement and scheduling.
