At its Nov. 3 meeting the Waxahachie City Council handled multiple routine and discrete actions in addition to extended public hearings:
- Consent agenda: Items A–I were approved by one motion.
- Tattoo/body piercing SUP (ZDC-112/120 N US 77, Suite A): Planning and staff recommended a specific-use permit limited to the applicant and suite (one chair; hours generally 3 p.m.–10 p.m.). Council discussed zoning concerns and approved the SUP subject to conditions; the applicant said operations would be appointment-only.
- Police vehicle contracts: Council awarded a contract to Classic Chevrolet of Grapevine for six CID vehicles (total provided in agenda packets) and to Moritz Kia for two CID vehicles, authorizing the interim city manager to execute necessary documents. Staff said the purchases come in under the FY26 budget allocation and allow the department to migrate away from leased vehicles.
- Ellis County Appraisal District votes: Interim city manager Ricky Boyd presented options for casting the city’s 154 votes; council voted to cast up to 154 votes for Tim Cummings for the board of directors.
- Plat and replat actions: The Zavala Addition plat (SUB-124-2025) and an Oak Lawn replat (SUV1272025) were approved subject to staff conditions. A voluntary annexation/related PD items were continued to Nov. 17 at the applicant’s request.
Motions were approved by voice/hand raise except where state law required roll-call (eminent domain item).
