Cedar Hill approves Red Robin alcohol permit, broad consent agenda and board casting votes; closed session yields no action

The Cedar Hill City Council approved a package of routine and substantive items at its Dec. 9 meeting, including a conditional use permit to allow on‑premise alcohol sales at a Red Robin restaurant under new ownership, a multi‑item consent agenda with several procurement and construction approvals, and casting votes for representatives to local appraisal district boards. The council later met in closed session on real property and economic development negotiations and reconvened with no action reported from the closed session.
On the Red Robin permit (CUP7472025), Steve Kinder—who said he represents both the selling and buying groups for the restaurant—told the council the local management and staff would remain in place after a sale to a larger restaurant group. Justin Rom, the restaurant’s general manager, said he and the team were proud to be part of Cedar Hill and supported the application. Councilmember Sims moved to approve the permit; the motion was seconded and approved unanimously.
The consent agenda passed by unanimous vote and included: authorization to purchase firewall and network security equipment in the amount of $76,011.12 from Total Verde Ventures LLC; authorization for a construction contract with J R Steltzer Company not to exceed $1,815,246.25 for the US Highway 67 elevated storage tank repair and painting project; authorization to purchase office furniture not to exceed $85,000; authorization to purchase network routing and switching equipment in the amount of $400,000 from Total Verde Ventures LLC; an engagement letter with Fortis Mazars LLP for FY2025 audit services; several final plat approvals for developments including Uptown Village at Cedar Hill and the Cedar Hill ISD Transportation Auxiliary Center; and a resolution to apply for the Bulletproof Vest Partnership grant to the Governor’s Office.
On the regular agenda, the council cast the city’s representative vote for the Dallas Central Appraisal District board in favor of Mayor Clyde Harrison (Lancaster) and cast a vote for Tim Cummings for the Ellis County Central Appraisal District board as recorded in the meeting. The council then entered a closed session under the Texas Government Code to deliberate real property and economic development negotiations—referenced in the meeting as "Project Popcorn" and "Project Madera Hotel Convention Center"—and reconvened about an hour later with no action to report. The meeting adjourned at about 8:39 p.m.
