Cedar Hill receives clean audit; council accepts annual financial report

The Cedar Hill City Council accepted the annual comprehensive financial report and single audit for the fiscal year ending Sept. 30, 2025, after auditors reported "clean, unmodified opinions" on the city's financial statements, internal controls and compliance requirements.

Rachel Armsby, the audit partner presenting the report, told the council the audit was completed three weeks earlier than the previous year and that the auditors "did not identify any audit findings." She also noted the city is up to date on Governmental Accounting Standards Board pronouncements and that the city is on track to receive the Government Finance Officers Association certificate of excellence in financial reporting for the year.

Armsby highlighted the city's progress through an ERP conversion while preparing for the audit; council members praised the finance department for clean reporting, noting decades of recognition and the city's high credit rating. Council member Daniel Hayden moved to accept the audit; the motion was seconded and approved unanimously.

The presentation included Rachel Armsby (audit partner) and Megan Holyfield (audit manager) from the auditing firm and city staff who coordinated the process. Council members emphasized the teamwork between auditors and finance staff and said the clean audit reflects the city's commitment to timely and transparent financial reporting. The council also discussed forming a new audit committee to broaden participation in the pre-audit engagement process.

The council recorded the acceptance of the audit as unanimous; staff will proceed with required filings and submission for any awards noted in the report.
