Council adopts package of 2026 user‑fee updates, adds floodplain permit and trims obsolete business licenses

The Common Council on Nov. 24 approved a package of user‑fee updates to take effect in 2026. Finance Director Dave Godak outlined key changes, including creation of a floodplain development permit to recover planning/building review costs (estimated to generate about $1,200 annually) and elimination of certain business licensing categories the administration considers obsolete (taxi driver, some mobile‑food‑event specific licenses, skating‑rink and bowling‑center licenses).
Godak said other business‑license fees will be adjusted to better reflect administrative costs and that solid‑waste gate fees will increase modestly per previous consultant recommendations. During the presentation staff corrected a typographical error in materials: the fireworks display permit fee is increasing from $110 to $165, not $1,165.
After a public hearing with no speakers, the council voted unanimously to adopt file ordinance 2025‑924; staff said the fee changes will be implemented with the 2026 budget.
