City staff gave a first reading of an ordinance to renew Waxahachie’s electric franchise with Encore Electric Delivery Company LLC.
Dustin Dill, senior director of administrative services, said the proposed ordinance would renew the city's franchise relationship with Encore for a 20‑year term, authorize Encore to use the city’s rights of way to operate and maintain electric infrastructure, and preserve the franchise revenue stream. Dill said recent franchise revenues to the general fund totaled approximately $2,240,000 in the past fiscal year.
Dill said the ordinance represents standard franchise provisions used by Texas municipalities and had been reviewed by the city attorney. No council action was required at the first reading; staff said the second reading and potential adoption are scheduled for April 6, and the ordinance would become effective on May 10 after required publication.
