Council members who serve as Isanti’s representatives to the League of Minnesota Cities (LMC) outlined several policy ideas they plan to draft with League staff. Topics include a proposal for a cannabis-management recuperation fee to offset local enforcement and permitting costs after state distribution of revenue, a recommendation that jurisdictions be required to save for anticipated local matches on infrastructure projects, and advocating for local choice on paid family medical leave rather than a state-mandated approach.
Mayor Luke Merrill and other council members asked staff to work with LMC staff to draft language and circulate it to the council ahead of the League’s policy committees. Council members said they want small-city perspectives better represented in LMC policy development.
On personnel policy, Council member Peterson raised a separate item asking the council to repeal or amend a personnel provision that prohibits city employees from carrying weapons on city property, arguing employees should be allowed to protect themselves when legally permitted to carry. The police chief asked to be excused from leading the discussion because officer training and standards differ; he cautioned about blurring lines of responsibility for training and potential liability for the department. Council did not vote on a change during the meeting and left further drafting and clarification for staff.
Council members directed staff to draft proposed LMC resolutions and to further refine any proposed personnel-policy language for a future meeting.
