Planning commission closes hearing on MCCA treatment-center expansion, will condition remaining items

The Danbury Planning Commission voted Aug. 7 to close the public hearing on Midwestern Connecticut Council of Alcoholism Inc.’s revised site-plan application for an expanded dependency treatment center on Old Ridgebury Road and move the matter to Other Business for a draft resolution that will place outstanding items as conditions of approval.

Attorney Mike Mazzuco, representing MCCA, told the commission the applicant had submitted revised materials and addressed most engineering comments but still needed to provide updated fire-flow calculations for hydrants near Overbridge/Berry Road. “The only thing that’s sort of outstanding a little bit is the fire-flow calculations,” Mazzuco said, adding that the building will be sprinklered and that staff could verify the design calculations. MCCA CEO John DeRaimo spoke in support of the application.

Commissioners noted remaining items — including sidewalk repairs and the fire-flow verification — and said those could be handled as conditions. A staff representative advised that outstanding comments could be conditioned if approvals were otherwise appropriate. Commissioner comments indicated departments had reviewed the file and that the uncompleted items were not showstoppers.

A motion to close the hearing was made and seconded; the body approved the motion by voice vote. The commission then voted to move the item to Other Business for discussion and possible action and directed staff to prepare a draft resolution that calls out unresolved items as conditions for final approval.

Procedural next steps: staff will prepare a draft resolution reflecting the commission’s guidance; the matter will return for action under Other Business when the resolution is ready.
