The Waxahachie Planning and Zoning Commission on March 24 recommended approval of a specific‑use permit for a tattoo shop proposed at 201 Ferris Avenue (ZDC132026).

David, a city staff member, summarized the staff report, noting the property would host a single tattoo chair in Suite 4 of a multi‑tenant commercial building, that the SUP would be non‑transferable, and that staff had received zero letters of support or opposition. "Staff's recommendation is that the shop operate as the same hours as the business, with the closure on Sunday," David said, noting that previously permitted tattoo shops exist downtown.

Applicant Tiffany Novotny told commissioners she is an art teacher moving into fine‑line tattoo work and described a private, appointment‑only model aimed at largely female clients. "I am looking to leave the education area and go more into the fine line," Novotny said, adding she plans to start small with a single chair in a 10-by-11 suite and to install a required portable hot‑and‑cold sink.

Commissioners clarified that any addition of a second chair or change of hours would require an amendment to the SUP. The commission moved to recommend approval of ZDC132026 subject to staff conditions and to add Sundays 1–5 by appointment only; the motion was seconded and carried by voice/raised hands. Commissioners thanked Novotny for investing in the community.

Per the staff report, the SUP will remain tied to the shop and location; if the salon closes or the tattoo business leaves the site, a new SUP would be required for another tattoo use at that location.
