City planner David (city staff) told commissioners the property (ZDC-175-2025 / CDC-175-2025) is a four-bedroom house with a detached two-car garage and that the garage would not be accessible to guests. "There would be a maximum of 10 guests allowed," he said, and staff recommended approval subject to conditions that include removing any homestead exemption before registering the short-term rental and correcting the driveway so the improved surface connects fully to Dewberry Street.
Camilo Restrepo, speaking for his brother Jorge Restrepo, identified himself for the record: "My name is Camilo Restrepo. Brother to Jorge Restrepo." He described the house as a restored 1910 historic home that is fully furnished and intended to serve short- or mid-term visitors, including larger families. "We restored the floors, the wood floors," he said, and added that the brothers had worked with staff to complete the application.
No members of the public signed up to speak during the public hearing. Following staff presentation and applicant testimony, a commissioner moved to recommend approval of the specific use permit "subject to the conditions of the staff report, authorizing the mayor and or city manager to execute all documents accordingly." The chair called for a show of hands and declared the motion carried.
The staff report noted zero letters of support or opposition at the time of publication and flagged two conditions the applicant must meet before registering the short-term rental: removal of any homestead exemption and modification of the driveway connection to Dewberry Street so it meets city standards. The commission also noted that the garage on the property would not be available to guests and that the property would allow up to 10 guests.
The commission adjourned after brief staff and commissioner comments; one commissioner reminded residents that early voting was underway.
