Staff presented ZDC‑163‑2025 to rezone a former church building to a Planned Development SF‑2 to permit a daycare. Staff noted concerns in the operational and site plans, particularly that the proposed front‑of‑property drop‑off loop is short and could cause stacking into East Bridal Street; staff recommended either denial or approval only if the applicant submits a corrected operational plan and updated site plan with restriping to designate a larger driveline as the primary drop‑off.
Applicant Tamika Ayers said she currently operates licensed programs and is seeking to relocate and expand. Ayers told commissioners the facility would be fenced, stagger outdoor playtimes, and would not operate overnight or on Saturdays if approved. "We're just trying to expand this opportunity to more kids because I know what we can do," she said, and agreed to provide a finalized operational plan reflecting definitive hours, no overnight care, and bus/shuttle details.
Neighbors raised concerns about stacking, alley use and traffic on the small residential street; staff and the applicant discussed updating the site plan to move the primary drop‑off to a larger drive to reduce stacking. The commission discussed a possible continuance but staff reported time to coordinate updated documents with the applicant before the city council hearing.
Ultimately the commission voted to recommend approval of ZDC‑163‑2025 subject to the conditions in the staff report and receipt of a finalized operational plan that removes overnight and Saturday care, clarifies bus/shuttle use, and revises the drop‑off lane/striping as indicated in the staff recommendations. Staff plans to meet with the applicant to finalize the changes before the item goes to council.
Next steps: staff will work with the applicant to produce the finalized operational and site plans for inclusion in the council packet; the case will be presented to Waxahachie City Council for final action.
